Concrete repair vs replace is the question every Twin Cities homeowner faces the first warm week of spring, when the snow pulls back and the driveway or walkway looks worse than it did in October. Most guides answer it with a vague "it depends." Here is the version that actually helps: after 12 years pouring and tearing out concrete across Bloomington, Edina, and the south metro, we decide it on three things, the width and depth of the crack, whether the slab has moved out of plane, and whether the base under it is still sound. Concrete repair vs replace: the decision framework we use on site
Here is the direct answer. We repair when the concrete is cosmetically tired but structurally sound, meaning the slab is still level, still draining away from the house, and the base under it has not moved. We replace when the base has failed, when the slab has heaved or settled out of plane, or when the crack pattern shows the concrete has broken into pieces that no longer share load. The reason the base matters more than the crack is simple: in the expansive clay common across the south metro, meltwater sits against a slab for weeks, and when it freezes it lifts whatever is above it. A crack is usually the symptom. The base is usually the cause. That is why we scope the grade and the void under a slab before we quote either option, because a beautiful new surface over a bad base just cracks again on the next thaw. Run your slab through these questions:
- How wide is the crack? Under a quarter inch and stable, cosmetic. Wider, or growing year over year, structural.
- Is the slab still in plane? Run a level or a straightedge across the crack. If one side sits more than about a half inch higher or lower than the other, the base moved.
- Does it drain? Water pooling on the slab or running toward the foundation is what feeds freeze-thaw damage. Standing water is a red flag.
- Is there a void underneath? A hollow sound when you tap, or a slab that rocks under weight, means the base has washed or settled out. That is a tear-out.

Which cracks are cosmetic and which are structural in a freeze-thaw climate
The single most useful thing you can learn is how to read a crack, because it tells you whether the surface is tired or the structure has failed. Cosmetic cracks are thin, shallow, and stable. Hairline map cracking, light surface flaking (we call it spalling), and crazing that looks like a dry lakebed are all cosmetic. They come from surface wear, sun, and de-icing salt, and they respond to a clean, a seal, or a resurface. Structural cracks are wide, active, and usually paired with movement. When a crack runs the full depth of the slab, keeps opening a little more every spring, or has a lip you can catch your shoe on, the slab has broken and the pieces are moving independently. In our climate, de-icing salt makes the surface story worse faster. Chloride deicers pull water into the concrete and drive the freeze-thaw cycle harder, which is why we tell homeowners to switch to sand for traction on any surface they care about. If your slab is level, draining correctly, and free of full-depth structural cracks, resurfacing gives you a fresh surface for a fraction of what tear-out and a new pour cost, and it skips the demolition, the haul-off, and the days of downtime. The hard rule we hold to: resurfacing only works over a sound base. An overlay is a wear layer, not a structural repair, so if the slab underneath is heaving, sinking, or cracked full-depth, an overlay just cracks along the same line within a season. That is the mistake we get called to fix most, someone resurfaced over a moving slab and the crack telegraphed straight through by the next spring.

The catch is that an overlay is a wear layer, not a structural fix. If the base has heaved, settled, or the slab has full-depth cracks, resurfacing will crack along the same line within a season or two.
