Concrete step repair is where we tell people to be careful, because steps fail in a way that is genuinely dangerous, not just ugly. A cracked tread, a step that has pulled away from the stoop, or a stair that has settled and thrown off the riser height is a fall waiting to happen, especially with Minnesota ice on it four months a year. When to repair vs replace concrete comes down to three things, in this order: is the base still sound, how far has the slab moved, and how many separate failures are on it. Repair is the right call when the concrete has cracked but stayed level, the base underneath is intact, and you are dealing with one or two isolated faults. Replacement is the right call when the ground has moved, the slab has heaved or settled more than about half an inch between sections, or the surface is spalling across a wide area, because at that point the base itself is the problem and no amount of patching fixes a base you cannot reach without removing the slab.
Resurfacing sits in the middle and gets oversold in this market.
